POD files are generate by using one of the PVRGeoPOD exporters to output your scene data from a program like Autodesk 3DS Max, Maya or Blender. Alternatively, you can generate a POD file from a Collada file (.DAE) by using the Collada2POD utility. You can find his application and the exporters in the Utilities folder of the POWERVR SDK or download them separately from this website.
