where to find out the MBX MGL SDK?

Currently there is no public platform able to run MGL so we are not releasing or maintaining this API anymore.

There are some SoC chips with MBX IP. We plan to develop the API. We wish to get the original MGL SDK for reference.

The MGL SDK does not contain MGL drivers so you are not going to be able to do much on those devices (or learn much from the SDK). There are no plans to release MGL drivers for any MBX platform. If you have questions about developing your own API on a MBX platform and you are ready to license our drivers source code (it is not free) please send an email to powervrlicensing@imgtec.com

The doc means SDK or driver?

I believe ARM was distributing the MGL drivers (raw non-OS) within the SDK when sub-licensing MBX. This was only intended for platform bring-up. As you might know, ARM is not licensing MBX any longer so I doubt you will be able to get these drivers.
We have a VGP compiler but it is only for OpenGL ES Vertex Program extension.

There is no MGL for iMX31. You need to use the OpenGL ES drivers delivered by Freescale.
